Job Purpose:
Manage, plan, deliver, and monitor training programs and /or learning solutions for employees to improve their knowledge, skills, and abilities to meet business needs.
Partner with People Advisors and HRBPs to facilitate the delivery of HR services in learning & development.
In addition, People Development, Specialist will also be involved in HR transformation projects, responsible for driving excellent learning & development activities through continuous process improvement and leveraging on technology.
Roles and Responsibilities:
Strategic Management and Support
- comply with policies and procedures relating to people development, employment legislation, and overall company policy
- elicit feedback regarding effectiveness and efficiency of services delivered and initiate and/or participate in projects that are aligned with broader HR strategy
- conduct training needs analysis of departments under own responsibilities by meeting with respective department heads and department staff to obtain operating issues or problems in relation to staff skills and knowledge
- design and plan new training course/programs or learning solutions to improve staff performance in response to business needs or meet the specific functional requirements
- handle and engage in special projects and/or assignments to ensure they are implemented successfully as planned or expected
Operational Improvement
- ensure effective collaboration with People Advisors and HRBPs to identify problem areas and opportunities for improvement
- manage, define, and update policies/contents/articles on employee portal in the area of people development
- evaluate training effectiveness of the courses/programs conducted and identify areas for improvement to ensure maximum effectiveness in meeting course/program objectives or arising business needs
Policy and Process Handling
- provide guidance and support to People Advisors and HRBPs in handling policy and process exceptions, including interpretation of ambiguous policy
- prepare and forecast annual training budget and expenses for departments under own accounts. Propose the expense forecast to supervisor for further review and consolidation into annual budget preparation
Expert services
- develop, generate reports and analyse specific local data for proposing solutions/initiatives to improve service delivery
- deliver and facilitate assigned training programs in a proper and professional manner ensuring they are meeting set objectives and effectiveness matrices
- coordinate, meet and liaise with other functional/ department managers to inform and update them of staff training objectives, activities and achievements as well as obtain their feedback for department and own improvement needs
- design and develop training courses/materials or development approach to enhance efficiency of training program and appropriate with content
- suggest multiple courses under same topic as a learning path or learning series (both instructor-led programmes and online courses) to support learners on self-directed learning
- conduct follow up activities to ensure participants apply skills learnt in the job
- manage LMS platform to be fully utilized, support employees on how to use the LMS, review & refresh existing online courses or collaborate with other department to construct new online courses
- handle and engage in special projects and/ or assignments such as HR projects, L&D projects, and regional projects to ensure they are implemented or carried out successfully as planned or expected
