Procurement Manager Job Description

Reports to: Commercial Director

Direct Reports: None

Department: Project Management

Role Purpose

The Procurement Manager is responsible for planning and managing the optimization of project procurement of materials, services, and inventory management. This includes supervising purchasing and warehousing activities, ensuring timely supply of products with the required specifications, monitoring storage conditions and capacity, and managing shipping operations. A library of contractors and suppliers to be developed and maintained updated and expanded upon regularly. The role ensures all activities align with company policies and procedures to meet project needs.

Key Responsibilities

Strategic & Managerial

  • Execute endorsed plans and programs to achieve set goals.
  • Ensure purchasing procedures align with company policies and supervise their implementation for effectiveness and efficiency.
  • Monitor and supervise purchasing activities to ensure supplies meet specifications and best price quotations, in coordination with the Procurement Department.
  • Liaise and coordinate with the Project Accountant for supplier agreements and payment release after confirming supply specifications.
  • Coordinate with the Project QA/QC Manager to ensure purchased items comply with required specifications.
  • Participate in updating purchasing policies and procedures to ensure smooth procurement activities as required by the head office.
  • Prepare periodic reports on activities and achievements for submission to the project manager.
  • Perform other duties as assigned by the project manager.

Technical & Operational

  • Continuously monitor recorded quantities of received and released products to ensure records match physical counts; investigate discrepancies and adjust errors.
  • Coordinate with suppliers to maintain effective relationships and ensure timely delivery.
  • Coordinate with internal project sections to ensure requested materials are available as needed.
  • Oversee timely placement of purchase orders to ensure timely delivery to concerned entities.
  • Analyze purchasing requests and transactions, determine purchase methods, and direct requisition processing within set limits.
  • Coordinate with departments to facilitate shipping and payment processes, resolve shipping problems, and arrange timely service and supply.
  • Identify and establish key relationships with vendors, conduct negotiations for best prices and terms.
  • Ensure compliance with purchasing and contracting policies and procedures.
  • Monitor price trends and keep departments informed of changes in material markets or supplier trends.
  • Develop plans to maintain appropriate inventory levels and work with suppliers to improve lead times and value-added services.

Required Qualifications

Education

  • Minimum: B.A. in Business Administration or a related field
  • Preferred: BSc. in Civil Engineering

Experience

  • Minimum: 10 years of experience, with at least three years in a supervisory/manager position

Languages

  • Native Thai, and Proficiency in written, read, and spoken English

Training

  • Courses in supply chain management
  • Courses in warehouse operations and capacity management
  • Courses in managerial skills
  • Advanced courses in negotiation skills

Knowledge

  • Regulations, rules, and laws pertaining to contracts and purchasing
  • Principles and methods of sourcing supplies, materials, and services

  • Coordinate with the construction section to identify procurement needs and schedules
  • Liaise with Project Accountant, QA/QC Manager, Material Management Department, and other project sections

External (Outside the Organization)

  • Communicate with suppliers for sourcing and price lists
  • Communicate with clearing agents for imported goods
  • Communicate with transportation and distribution companies for timely delivery
