Job Description

Assistant Commercial Manager

Job Summary

The Assistant Commercial Manager supports the Commercial Manager in managing all commercial aspects of Design & Build construction projects, including cost control, procurement administration, contract management, payment certification, variation order tracking, and commercial reporting. The role works closely with Project Managers, APM, Design Team, Site Supervisors, and vendors to ensure projects are delivered within budget while minimizing commercial risks.

Key Responsibilities

Cost Management & Control

  • Assist in preparing project budgets and cost plans.
  • Monitor project expenditures against approved budgets.
  • Track cost commitments and forecast final project costs.
  • Update Cost Control Sheet monthly.
  • Update Forecast Sheet monthly.
  • Identify cost-saving opportunities throughout the project lifecycle.
  • Prepare monthly commercial reports.

Procurement & Tender Management

  • Support tender preparation and bid evaluation.
  • Prepare RFP documents including drawings, specifications, and blank BOQ
  • Issue RFP to vendors and coordinate tender briefings.
  • Manage bidding clarifications with vendors.
  • Prepare cost comparison tables.
  • Review quotations and compare commercial proposals.
  • Coordinate procurement activities with Project Managers.
  • Assist in vendor negotiations.
  • Ensure procurement complies with company policies.
  • Monitor procurement tracker and update project delivery dates

Contract Administration

  • Review contracts, purchase orders, and subcontract agreements. Aligne JLL payment term with sub-contractor.
  • Support contract negotiations on the commercial side.
  • Maintain contract documentation.
  • Monitor contractual obligations and key milestones.
  • Support vendor registration process via JLL procurement application.
  • Manage RFX issue process via JLL procurement application.
  • Upload and manage RFP documents, drawings, and BOQ in procurement systems.
  • Monitor bidding submissions and extend close dates if required

Variation & Change Management

  • Review variation requests from contractors.
  • Evaluate commercial impacts of design changes.
  • Request vendor BOQ for variation orders
  • Update BOQ for variation order pricing.
  • Prepare COR (Change Order Request) cover sheets for PM approval
  • Update COR tracker and maintain variation logs.
  • Prepare cost assessments for client approval and submit to commercial managed review.

Payment & Financial Control

  • Review contractors payment applications.
  • Verify invoice numbers and supporting documentation.
  • Update invoice tracker.
  • Follow up and update vendor payment status
  • Coordinate payment approvals with Finance.
  • Monitor cash flow projections.
  • Coordinate payment approvals with Finance and update the payment date.
  • Monitor cash flow projections.
  • Update PO tracker in Project Budget Control Sheet.
  • Download and archive complete POs in SharePoint.

Vendor Management

  • Assist in vendor selection from approved vendor lists.
  • Manage vendor registration and onboarding.
  • Coordinate with vendors on procurement delivery schedules.
  • Monitor vendor performance and compliance.
  • Support vendor negotiations.

Risk Management

  • Identify commercial risks.
  • Recommend mitigation strategies.
  • Assist in resolving contractual disputes.
  • Maintain project risk registers.

Qualification

  • Bachelor's degree in: Quantity Surveying or related filed (Construction Management Engineering / Architecture Business Administration (Construction) 4–6 years of experience in: Quantity Surveying / Cost Management/ Commercial Management / Design & Build / Construction Consultancy
  • Fluency in English and Thai preferred
