Senior BIM Manager — Position Description
Purpose of the Position
The BIM Manager leads the planning, implementation and control of BIM and information delivery within the assigned project scope, from mobilization through design, construction and information handover.
The role translates contractual information requirements and applicable project standards into an executable delivery framework, enabling coordinated engineering, reliable construction information and traceable asset data.
The BIM Manager manages the assigned BIM work package, including scope, resources, schedule, quality, risks and forecast cost. The role leads BIM Coordinators and specialist contributors and represents the project organization on BIM matters within the agreed delegation of authority.
Organizational Positioning — Proposed
- Project reporting: Project Engineering Manager or Design Manager, according to the approved project organization.
- Functional reporting: BIM Platform leadership for methods, standards, competence development and assurance.
- Team leadership: Assigned BIM Coordinators, modelers and specialist contributors, including distributed engineering centres and external suppliers.
- Main interfaces: Client BIM representatives, civil works partners, subsystem Design Leads, Interface Management, Planning, Construction, Quality, Procurement, IT, Document Control and the BIM Information Manager.
Key Responsibilities
1. Define and Manage the Project BIM Framework
- Analyze contractual information requirements, identify scope boundaries and clarify responsibilities, dependencies and acceptance criteria.
- Author, coordinate approval of and maintain the BIM Execution Plan, consistent with contractual requirements and applicable project standards.
- Define BIM uses, model breakdown, federation strategy, information exchanges and the required geometric information, attributes and documentation at each milestone.
- Establish the information management responsibility matrix and ensure that contributors understand their obligations.
- Identify deviations from project or contractual requirements and obtain approval through the appropriate governance.
2. Plan Delivery and Control the BIM Work Package
- Consolidate Task Information Delivery Plans into the Master Information Delivery Plan, aligned with engineering reviews and project milestones.
- Include incoming civil information, supplier inputs, models, drawings, review periods and handover requirements in delivery planning.
- Prepare resource plans, workload forecasts, budget inputs, software requirements and mobilization arrangements.
- Monitor progress, expenditure, delivery risks and forecast completion; implement recovery actions where necessary.
- Assess the impact of changes and secure approval for additional scope, resources or revised commitments.
3. Mobilize and Lead Teams and Suppliers
- Assess the capability and capacity of internal teams and suppliers against the project's requirements.
- Contribute BIM requirements and deliverables to procurement packages and issue project-specific BIM Supplier Instructions.
- Organize onboarding, training and practical information exchange tests before production starts.
- Allocate responsibilities, establish measurable outputs and monitor delivery performance.
- Coach contributors and support competency development with the BIM Platform.
4. Establish Controlled Information Workflows
- Define CDE business requirements and coordinate implementation with the BIM Information Manager, CDE Administrator, IT and Document Control.
- Establish naming conventions, metadata, revision control, access rights, suitability states, review workflows, publication and archiving arrangements.
- Ensure traceable exchanges between the project organisation, partners and client environments, with clearly identified authoritative versions.
- Agree software versions and exchange formats with the relevant stakeholders; coordinate interoperability tests and controlled upgrades.
- Apply project information security and access requirements.
5. Oversee Modelling and Information Quality
- Ensure production uses approved design inputs, controlled civil baselines, agreed templates, object libraries and supplier instructions.
- Establish the BIM quality plan, checking rules, review frequencies and acceptance gates.
- Supervise checks covering georeferencing, modelling standards, geometry, attributes, integrity and coordination.
- Ensure incoming civil and supplier information is checked before release as a production baseline.
- Maintain non-conformity records, corrective actions and review evidence through to closure.
6. Support Design Integration and Interface Management
- Oversee model federation and coordination activities through System and Subsystem BIM Coordinators.
- Ensure Interface Control Documents and engineering requirements are translated into appropriate clash tests, clearance rules and checking sets.
- Organise BIM coordination reviews and provide reliable models, reports and issue records for engineering decisions.
- Track issue ownership, deadlines and closure evidence; escalate critical or overdue matters.
- Coordinate specialist checks, including maintenance access, equipment envelopes, dynamic gauges and cable segregation, where applicable.
7. Oversee Drawing Production
- Ensure drawings are produced from controlled models using approved templates, title blocks and references.
- Maintain consistency between models and drawings, including the treatment of design changes and approved exceptions.
- Ensure the drawing workflow includes the required production checks, BIM quality reviews, design reviews and interface reviews before submission.
8. Coordinate 4D and Quantity Take-Off Activities
- Define the 4D approach with Planning and Construction, aligning model breakdown and parameters with the approved WBS, activities and installation methods.
- Supervise model-to-schedule links, simulations and updates supporting constructability reviews.
- Define classification, PBS coding, measurement rules and export requirements for model-based quantity take-off.
- Ensure Design Leads reconcile extracted quantities with the design BOQ before consolidation.
- Record exclusions, non-modelled quantities and information limitations; coordinate links to external cost information where required.
9. Prepare Asset Information and Handover
- Plan asset data collection from mobilization, including identifiers, attributes, classification, document links and required exchange formats.
- Coordinate verified site changes and as-built updates with Engineering and Construction.
- Ensure the completeness and consistency of information submitted for client and operator acceptance.
- Coordinate GIS and asset management interfaces where included in scope.
- Maintain handover evidence, archive records and lessons learned.
Authority and Responsibility Boundaries
The BIM Manager owns the BIM delivery framework and verifies information compliance within the approved project workflow.
Within the assigned authority, the role may withhold BIM clearance, require corrective action and escalate unresolved non-conformities.
Engineering authorities retain technical design and safety approval. The Interface Manager leads interface resolution; Planning owns the project schedule; Construction owns installation methods; Design Leads validate quantities against design; commercial teams own rates and cost approval.
BIM clearance supports these decisions and does not replace technical approval or client acceptance.
Required Candidate Profile

- Suggested experience benchmark: seven or more years in multidisciplinary engineering or infrastructure delivery, including at least three years leading BIM coordination or BIM management on complex projects.
- Demonstrated experience implementing a BEP, MIDP, CDE workflows and BIM quality controls.
- Experience leading distributed teams or suppliers and managing client-facing coordination.
- Railway or transport infrastructure experience, particularly civil-to-systems interfaces, strongly preferred.
- Practical knowledge of ISO 19650 information management principles and the project's applicable standards.
- Strong understanding of federation, georeferencing, classification, information requirements, issue management and controlled exchanges.
- Proven ability to review models using coordination tools such as Navisworks, supported by working knowledge of Revit and Civil 3D.
