Job Description
Job Responsibilities
Human Resource Management
- Manage and oversee the full spectrum of HR functions, including recruitment, onboarding, compensation and benefits, performance management, employee relations, training and development, and offboarding.
- Develop, review and implement HR policies, procedures and practices in accordance with Company requirements and prevailing Singapore employment legislation.
- Provide HR advice and support to Management, Heads of Department and Project Managers on manpower and employee-related matters.
- Ensure HR operations are carried out efficiently, consistently and in accordance with Company policies.
Manpower Planning & Recruitment
- Work closely with Management, Project and Operations teams to understand current and upcoming manpower requirements.
- Plan and manage recruitment to ensure timely deployment of suitable manpower for projects and operations.
- Manage recruitment across various levels, including management, engineers, supervisors, safety personnel, administrative staff, drivers, skilled workers and general workers.
- Monitor manpower strength, vacancies, turnover and recruitment status and provide regular updates to Management.
- Develop and maintain appropriate recruitment channels and manpower pipelines to support new and ongoing projects.
- Monitor manpower costs and recommend practical measures to optimise workforce utilisation and recruitment costs.
Foreign Manpower & Work Pass Management
- Oversee the application, renewal, cancellation and administration of Work Permits, S Passes, Employment Passes and other applicable work passes.
- Monitor foreign worker quota, levy requirements and work-pass expiry dates to ensure sufficient manpower availability and regulatory compliance.
- Coordinate workers arrival, onboarding, medical examinations, insurance, security bond, accommodation and deployment requirements.
- Maintain accurate and updated foreign manpower records.
- Ensure compliance with MOM requirements relating to employment, salary, accommodation and other applicable foreign manpower obligations.
Employee Relations & Performance Management
- Manage employee relations matters, including grievances, misconduct, disciplinary cases, attendance and workplace issues.
- Guide supervisors and managers in handling employee performance and disciplinary matters appropriately.
- Manage the Company's performance appraisal process and ensure assessments are supported by appropriate performance records and evidence.
- Work with department heads to establish practical and measurable KPIs aligned with departmental and Company objectives.
- Manage probation reviews, confirmations, promotions, salary adjustments, transfers and other employment changes.
- Support Management in employee retention, succession planning and workforce development.
Compensation, Benefits & Payroll Oversight
- Oversee monthly payroll preparation and ensure salaries, allowances, overtime, deductions and statutory contributions are accurately administered.
- Review employee compensation and benefits to ensure internal consistency and market competitiveness.
- Monitor manpower costs, overtime, allowances and other employee-related expenses.
- Ensure compliance with CPF, SDL, FWL and other applicable statutory requirements.
Training & Workforce Development
- Identify training and competency requirements in consultation with department and project heads.
- Coordinate mandatory and job-related training, including construction and workplace safety training requirements.
- Maintain training, certification and competency records and monitor expiry dates where applicable.
- Manage Company-sponsored training arrangements and training bonds where required.
- Monitor training effectiveness and support employee competency development and career progression.
Construction Workforce Administration
- Work closely with Project, Operations and Safety teams on workforce deployment and manpower requirements across project sites.
- Maintain proper employee and worker records, including qualifications, certifications, training and deployment information.
- Coordinate workforce matters relating to site transfers, project mobilisation and demobilisation.
- Support the management of worker accommodation and welfare matters in coordination with the relevant operational personnel.
- Assist Management in resolving manpower issues that may affect project operations or productivity.
HR Compliance & Governance
- Ensure HR practices comply with the Employment Act, Employment of Foreign Manpower Act and other applicable Singapore employment requirements.
- Keep abreast of changes to manpower regulations and advise Management on their operational impact.
- Maintain proper HR documentation and employee records for internal, statutory and audit requirements.
- Review employment contracts, HR letters, policies and procedures to ensure consistency and compliance.
- Support internal and external audits involving HR and manpower matters.
HR Systems & Process Improvement
- Lead and support HR digitalisation and process improvement initiatives.
- Ensure effective implementation and day-to-day utilisation of the Company's HR/ERP systems.
- Review existing HR processes and identify opportunities to reduce manual work, duplication and administrative costs.
- Ensure employee data and HR records in the system are accurate and updated.
- Develop useful HR reports and dashboards covering manpower, recruitment, turnover, attendance, training, manpower costs and other key HR indicators.
Leadership & Management Support
- Lead, supervise and develop the HR team and ensure clear allocation of responsibilities.
- Establish appropriate service standards and KPIs for the HR function.
- Prepare manpower and HR reports for Management review.
- Analyse HR trends and provide recommendations on manpower planning, retention, productivity and cost management.
- Participate in Company-wide initiatives and undertake other HR-related responsibilities assigned by Management.
Job Requirements
- Degree or Diploma in Human Resource Management, Business Administration or a related discipline.
- Minimum 7-10 years of relevant HR experience, preferably with at least 3 years in a supervisory or managerial role.
- Prior HR experience in the construction, civil engineering, infrastructure or related industry in Singapore is strongly preferred.
- Good knowledge of the Employment Act, Employment of Foreign Manpower Act, MOM regulations and Singapore employment practices.
- Hands-on experience managing Work Permits, S Passes, Employment Passes, foreign worker quota and levy matters.
- Experience in recruitment and manpower planning for construction/project-based operations.
- Familiar with payroll, compensation and benefits, performance management, employee relations and training administration.
- Experience handling both local employees and foreign workers in a diverse workforce.
- Strong interpersonal, communication and problem-solving skills.
- Able to handle sensitive and confidential employee matters professionally.
- Strong organisational skills with the ability to manage multiple priorities and deadlines.
- Proficient in Microsoft Office and HRIS/ERP systems.
- Able to work independently while collaborating effectively with Management, Project, Operations, Safety and other departments.
