Job Description

Job Responsibilities

  1. Organize, establish, and continuously improve the employee performance management system, and develop appropriate performance appraisal methods.
  2. Organize and guide each department in conducting employee performance evaluations, as well as provide guidance and feedback on evaluation results.
  3. Summarize and analyze performance management activities, and ensure the proper application and implementation of performance appraisal results.
  4. Establish, maintain, and manage employee performance appraisal records and related documentation.
  5. Develop and establish the company's employee training and development system.
  6. Develop company-wide training plans based on the training needs of each department, and organize and guide the implementation of training programs.
  7. Monitor, evaluate, and continuously improve the effectiveness and quality of the company's employee training programs.
  8. Arrange and coordinate onboarding training, external/outsourced training, and continuing education programs for employees.
  9. Establish and implement an employee career planning and career management system, and provide career development coaching and guidance.
  10. Organize and conduct relevant selection, assessment, and training programs for managerial promotion in accordance with the company's appointment and promotion procedures.
  11. Manage the signing of employee employment contracts and establish, maintain, and manage employment contract records.
  12. Handle social security, housing fund, and individual income tax payments and settlements for Chinese employees both in China and overseas, including the purchase and declaration of overseas commercial insurance. Manage social security payments and settlements for local Thai employees.
  13. Process and manage employee personnel procedures, including onboarding, probation, promotion, demotion, rewards and disciplinary actions, internal transfers, resignation, and termination, while ensuring proper maintenance and management of employee personnel records.
  14. Analyze and handle employee complaints, assist in resolving labor disputes, and coordinate occupational injury assessment and related procedures.
  15. Review, approve, and maintain records of various types of employee leave in accordance with company policies and applicable regulations.

Qualifications

  1. Bachelor's degree or above in Human Resource Management, Business Administration, or a related field.
  2. between 28 and 45
  • Minimum 5 years of HR and Administration experience in a manufacturing company with more than 500 employees in Thailand, including at least 2 years of experience in a managerial position at the department level within a factory.
  • Experience in new plant setup projects is a strong advantage.
  • Proven experience in independently managing HR and administrative projects in Thailand.
  • Good knowledge and understanding of Thai labor laws and relevant government regulations.
  • Fluent in Thai, with the ability to use Thai effectively as a working language, particularly in listening and speaking.
  • Proficiency in English is preferred.
  • Familiar with the six key functional areas of Human Resource Management, with strong expertise in at least three of the following areas: Recruitment, Employee Relations, Training & Development, Compensation & Benefits, Performance Management, and HR Operations.
  • Familiar with the six key areas of Administrative Management, with strong capabilities in at least three areas, including policy development and improvement, administrative operations, government liaison, facility and office management, employee services, and administrative compliance.
  1. Possession of professional certifications, such as a Human Resource Management certification or Psychology certification, is an advantage.

Authority and Responsibilities

  1. Has the authority to provide recommendations regarding human resource planning, employee recruitment, salary determination, employee appointment and dismissal, performance appraisal results, and the revision and improvement of compensation policies.
  2. Holds full management authority over all activities and operations within the department.
  • Authorized to supervise and ensure the proper implementation of company policies, procedures, and internal regulations.
  • Authorized to oversee the legality and compliance of the entire employment relationship process, including recruitment, employment, and termination procedures.
  1. Collaborate with all departments on employee-related matters and coordinate with the Finance Department regarding salary, budgeting, and related financial data and reports.
  2. Liaise and coordinate with relevant local Thai government authorities, including the Employment Office, Department of Labour, Police Department, Immigration Bureau, and Industrial Office, regarding labor, employment, immigration, and administrative matters.
