M&E Manager

Job Descriptions:

1. Lead the M&E site team, including engineers, coordinators, and supervisors, to plan, execute, and coordinate all M&E works.
2. Coordinate with consultants, subcontractors, and vendors on shop drawings, technical submissions, RFIs, and method statements.
3. Attend and represent the M&E discipline in project, technical, safety, and coordination meetings with clients, consultants, and main contractor teams.
4. Ensure all M&E installations comply with approved drawings, specifications, QP/PE directives, directives, and authority requirements (SCDF, BCA, PUB, EMA, NEA, LTA).
5. Monitor site progress and workmanship quality through inspections and ensure timely rectification of non-conformances.
6. Plan and manage M&E work schedules, manpower planning, and sequencing to meet project milestones and avoid clashes with other trades.
7. Resolve technical and site issues promptly by coordinating with consultants and subcontractors to minimize delays and reworks.
8. Review and verify subcontractor progress, including measurement sheets, progress claims, variation orders, and material approvals.
9. Lead Testing & Commissioning (T&C) for all M&E systems, including combined services tests and Integrated System Testing (IST).
10. Ensure safety compliance by enforcing RA, SWP, permit-to-work systems, and ensuring all M&E subcontractors follow WSH guidelines.
11. Maintain accurate project documentation, including inspection record, QA/QC submission, authority forms, as-built drawings, and ISO-required documents.
12. Manage project handover activities, including O&M manuals preparation, client training, defect rectification (DLP), and TOP/CSC readiness.

Job Requirements:

1. Minimum 10 years of relevant M&E construction experience.
2. Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or equivalent.
3. Experience working with Main contractors or M&E contractors.
4. Experience managing M&E works for commercial, industrial, mixed development or institutional projects.
5. Proven experience in M&E systems installation, coordination, testing and commissioning.
6. Proven experience in ACMV, Electrical, Fire protection & alarm, sanitary plumbing & gas, Lifts & escalators, swimming pool.
7. Strong communication, coordination and stakeholder management skills.
8. Able to work independently and drive project deliverables with minimal supervision.
9. Experience in the completion of industrial manufacturing projects of at least 26,000 sqm per project within the last 5 years.
