Job Description
About the Role
Environmental Systems is seeking an experienced Commissioning Lead to manage the delivery of commissioning services across commercial, industrial and other building projects.
You will lead commissioning planning, technical reviews, site verification, functional testing and handover, coordinating clients, designers, contractors and specialist suppliers. The role includes delivery of Environmental Systems LEED Commissioning appointments, alongside broader commissioning management assignments.
Initially, you will take ownership of two active commissioning projects, with further assignments allocated according to project requirements. This is a hands-on role requiring strong technical judgement, clear reporting and the ability to deliver independently.
Key Responsibilities
Commissioning Planning and Management
- Establish project commissioning scope, system boundaries, responsibilities, deliverables and acceptance requirements.
- Develop and maintain commissioning plans, programmes, test schedules, readiness trackers and issues registers.
- Coordinate commissioning activities with construction progress, equipment startup, system completion and handover milestones.
- Lead commissioning meetings and manage interfaces between clients, designers, contractors, equipment suppliers and facilities teams.
- Direct assigned commissioning engineers and coordinate specialist resources where required.
- Identify commissioning risks, dependencies and constraints, and drive their resolution.
Technical Reviews and Test Development
- Review relevant designs, specifications, equipment submittals, controls sequences and commissioning requirements.
- Assess system operability, maintainability, testability and interfaces, coordinating technical clarifications with the responsible parties.
- Prepare or review installation checklists, commissioning method statements, functional test procedures and measurable acceptance criteria.
- Develop integrated systems testing procedures where required by the project.
- Verify that testing covers relevant operating modes, alarms, interlocks, failure responses and recovery sequences.
Site Verification and Testing
- Coordinate test readiness, access, permits, specialist attendance, calibrated instruments and supporting records.
- Undertake site inspections and witness equipment, system and integrated performance testing within the appointed scope.
- Review installation checks, startup records, testing and balancing reports, controls verification and commissioning results.
- Assess HVAC, ventilation, BMS, electrical distribution, standby power, lighting controls, water systems, renewable energy and associated interfaces.
- Coordinate commissioning interfaces with fire and life-safety systems and other specialist packages where included.
- Record deficiencies, assign corrective actions, coordinate retesting and verify closure.
- Maintain accurate records of inspections, witnessed tests, results and outstanding matters.
LEED Commissioning Delivery
- Lead the full delivery of appointed LEED Fundamental and Enhanced Commissioning services, including monitoring-based commissioning where applicable.
- Review Owner's Project Requirements, Basis of Design documents and relevant design submissions, and track review comments through resolution.
- Verify incorporation of commissioning, systems manual and training requirements into project documentation.
- Prepare project-specific commissioning plans, construction checklists and functional performance test procedures.
- Verify installation and functional performance, maintaining commissioning issues and benefits logs.
- Prepare commissioning reports and compile or coordinate systems manuals, facilities operating requirements and supporting handover documentation.
- Verify operator and occupant training delivery and effectiveness.
- Coordinate seasonal and deferred testing, applicable post-occupancy operational reviews and ongoing commissioning plans.
- Where monitoring-based commissioning is included, define monitoring points, trend requirements, operating limits and analysis procedures; prepare scheduled performance reports and coordinate corrective actions.
- Coordinate building enclosure commissioning specialists where included in the appointment.
- Prepare LEED commissioning evidence and technical responses to certification review comments, working with the project's submission coordinator.
Reporting and Handover
- Provide clear progress reports identifying completed activities, outstanding tests, technical risks and decisions required.
- Prepare commissioning reports, completion records and recommendations for handover.
- Verify the completeness and consistency of relevant O&M manuals, as-built information, training records and operating procedures.
- Coordinate facilities-team involvement and ensure deferred activities remain assigned, scheduled and documented.
Project and Resource Control
- Manage multiple assignments and deliver work against agreed programmes and resource budgets.
- Track commissioning effort, site attendance and deliverable progress.
- Identify scope changes, additional testing, retesting and programme extensions, providing supporting information for commercial review.
- Support commissioning proposals, scope development and resource planning.
- Develop and improve Environmental Systems commissioning templates, procedures and technical standards.
Qualifications and Experience
- Degree in mechanical, electrical or building services engineering, or an equivalent qualification supported by relevant experience.
- Typically seven or more years of relevant MEP testing, commissioning or commissioning management experience.
- Demonstrated ability to lead commissioning from planning through functional testing, handover and operational follow-up.
- Proven delivery of LEED Fundamental and Enhanced Commissioning on at least two comparable projects, including relevant post-occupancy activities.
- Strong HVAC and BMS knowledge, supported by practical understanding of electrical and plumbing systems.
- Experience developing functional test procedures, assessing commissioning records and analysing building operating data.
- Ability to coordinate multidisciplinary teams, manage contractors and resolve commissioning issues.
- Excellent written and spoken English, with the ability to produce professional technical reports and lead client meetings.
- Ability to manage competing priorities and deliver independently.
