Program Background

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia's infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role

The M&E Lead is responsible for the implementation, and periodic refinement, of P4I's Monitoring, Evaluation and Learning System. Working under the guidance of the MEL Director and closely with the program Learning Lead, the M&E Lead ensures performance data collection, analysis, reporting and management is robust and in line with program and DFAT requirements.

Responsibilities

The M&E Lead will:

  • Lead the implementation and periodic refinement of P4I's Monitoring, Evaluation and Learning Systems, including the MEL Framework, Performance Assessment Framework indicators, data collection tools and analytical methodologies, ensuring alignment with DFAT requirements and evolving program needs. This will include the effective integration of inclusion, climate and other cross-cutting priorities.
  • Lead program performance monitoring, mobilising P4I colleagues and subcontractors to contribute to the collection, quality assurance and analysis of performance data, and that the program Management Information System (MIS) is generating reliable and accessible data to inform program management decision-making.
  • Lead the preparation and quality assurance of program reporting products, including periodic DFAT progress reports, dashboards, presentations and other performance reporting requirements, ensuring evidence-based data and analysis is communicated clearly and effectively to diverse audiences.
  • In close consultation with the program Learning Lead, contribute to reviews, research and learning processes as needed, synthesising evidence, stakeholder feedback and contextual analysis into practical insights that inform strategy, adaptive management and program performance.
  • Provide MEL technical leadership, guidance and skills development across program teams, partners and advisers, raising the profile of MEL and fostering evidence-informed decision-making to maximise progress towards P4I's End of Program Outcomes (EOPOs).

About You

Selection Criteria

Qualifications

  • Tertiary qualifications in a relevant field such as international development, monitoring, evaluation and learning, public policy, social research, economics, governance, infrastructure, or a related discipline; or equivalent professional experience.

Technical


  • Demonstrated experience leading MEL systems for large, complex donor-funded programs, including performance monitoring frameworks, data quality assurance processes, Management Information Systems (MIS), and donor reporting.
  • Strong understanding of MEL methodologies and development effectiveness approaches, including performance measurement, evaluation, adaptive management, learning and evidence-informed decision-making.
  • Understanding of DFAT MEL Standards and broader development effectiveness principles, or the demonstrated ability to apply comparable donor requirements in complex program settings.
  • Strong qualitative and quantitative analytical skills, with the ability to synthesise data, evidence and stakeholder insights into practical recommendations for program management and decision-making.
  • Experience working in Southeast Asia and/or within infrastructure, climate, inclusion, governance or related development programming is desirable.

Leadership, Communication and Collaboration


  • Excellent written, verbal and facilitation skills, with the ability to communicate complex information clearly and effectively to technical and non-technical audiences.
  • Strong stakeholder engagement and relationship management skills, with a demonstrated ability to build productive partnerships with donors, government counterparts, program teams, subcontractors, consultants and technical advisers.
  • Demonstrated ability to provide technical leadership, mentoring and capacity strengthening, building MEL understanding, capability and buy-in across diverse teams and partners.
  • Demonstrated ability to work effectively within multidisciplinary, multicultural and geographically dispersed teams, balancing competing priorities and delivering high-quality outputs to agreed timeframes.
