Job Description

Job Title: Owner's Engineer / Project Manager – Off-Site Infrastructure Delivery Control

Location: Thailand

Reports To: [Insert relevant role, e.g., Head of Development or Regional Project Director]

Role Overview

We are seeking an experienced Owner's Engineer / Project Manager to support the development and delivery of critical off-site infrastructure, with a primary focus on electrical power connections and related utility interfaces. Based in Thailand, this role will act on behalf of the project owner to ensure that all off-site works—particularly those involving coordination with local power authorities and third-party utility providers—are executed safely, on time, within budget, and in compliance with technical and regulatory requirements.

The ideal candidate will have a proven track record managing interface points between private developments and public utility networks, particularly the Electricity Generating Authority of Thailand (EGAT), Metropolitan Electricity Authority (MEA), or Provincial Electricity Authority (PEA).

Key Responsibilities

  • Oversee the planning, design, procurement, and construction of off-site infrastructure, with emphasis on high-voltage power supply connections, substations, and associated civil works.
  • Act as the primary liaison between the project team and local power suppliers (e.g., MEA, PEA, EGAT) to secure approvals, permits, connection agreements, and timely energization.
  • Review and validate technical submissions from contractors and consultants to ensure alignment with local codes, utility standards, and project requirements.
  • Monitor contractor performance, progress, quality, and safety compliance for all off-site works.
  • Facilitate coordination meetings with utility companies, government agencies, and internal stakeholders.
  • Identify and mitigate risks related to utility coordination, land access, right-of-way, and regulatory compliance.
  • Prepare and present regular progress reports in both English and Thai, as required by internal and external stakeholders.

Required Qualifications & Experience

  • Bachelor's degree in Electrical Engineering, Civil Engineering, Construction Management, or a related field.
  • Minimum 8–10 years of experience in project management or owner's engineering roles, preferably within industrial, data center, or large-scale commercial developments.
  • Demonstrated experience interfacing directly with Thai power authorities (MEA, PEA, or EGAT) for grid connection applications, feasibility studies, and construction oversight.
  • Strong understanding of Thailand's utility regulations, permitting processes, and technical standards for electrical infrastructure.
  • Fluency in both English and Thai (written and spoken)—essential for stakeholder engagement, documentation review, and contract administration.
  • Professional certification (e.g., PMP, PE) is advantageous but not mandatory.
  • Proficiency in MS Project, AutoCAD (for reviewing drawings), and standard office productivity tools.

Preferred Attributes

  • Experience working on international or multinational projects in Southeast Asia.
  • Familiarity with EPC contracts and FIDIC-based agreements.
  • Ability to travel domestically as needed to project and utility sites.
