The United Nations Environment Programme (UNEP) is the UN's leading environmental authority, guiding global environmental policy and supporting the environmental dimension of the Sustainable Development Agenda. The Regional Office for Asia and the Pacific (ROAP) coordinates regional cooperation, supports environmental programmes, and responds to environmental emergencies.
Within UNEP, OzonAction helps developing countries meet their obligations under the Montreal Protocol, including phasing out ozone-depleting substances (ODS) and phasing down hydrofluorocarbons (HFCs).
The South Asia CAP Network supports 13 countries through:
- Regional network meetings and thematic workshops
- Policy and technical assistance
- Compliance monitoring and data reporting
- Trade control and customs training
- Capacity building for National Ozone Units (NOUs)
- South–South cooperation and awareness campaigns
The Network also implements Multilateral Fund (MLF) projects such as HPMPs, IS Projects, and KIPs, supporting countries with regulatory measures, licensing systems, enforcement, RAC sector training, and adoption of climate‑friendly alternatives.
Key Responsibilities
Under the supervision of the Montreal Protocol Regional Coordinator – South Asia Network, the Project Management Specialist will support project implementation across the region.
1. Project Planning, Implementation & Monitoring
- Maintain regular communication with National Ozone Officers on implementation of MLF‑funded projects (IS, HPMPs, KIPs, and special projects).
- Develop scopes of work for implementing partners and TORs for consultants.
- Monitor partner and consultant performance, review deliverables, and report on progress, challenges, and solutions.
2. Reporting to the Multilateral Fund
- Provide inputs for the annual regional progress report submitted to the MLF Secretariat.
- Support preparation of Project Completion Reports for individual and multi‑year projects.
- Draft specific reports requested by the MLF Executive Committee.
3. Technical & Policy Support
- Conduct policy research to support evidence‑based policymaking.
- Assist countries in updating national legislation and regulatory frameworks aligned with Montreal Protocol requirements.
- Compile and share good practices among NOUs; develop guidance materials.
- Contribute to policy papers and proposals for regulatory updates.
4. Agreement Management (PCA/SSFA/UN2UN)
- Prepare agreements based on UNEP templates and approved project proposals.
- Support NOUs with required reporting (progress and expenditure reports).
- Monitor implementation and assist with requests for disbursements.
5. Additional Functions
- Contribute to innovation in project management and knowledge‑sharing tools within the CAP team.
- Carry out other tasks assigned by the South Asia Network Programme Officers.
Requirements
Education
- Master's degree in environmental policy, environmental law, environmental science, engineering, or a related field.
Experience
- Minimum 3 years of relevant professional experience in policy analysis, project management, monitoring, or similar fields.
Skills
- Excellent writing and communication skills; high standard of accuracy in reporting.
- Strong interpersonal and cross‑cultural collaboration skills.
- Ability to work independently in challenging or multicultural environments.
- Strong computer literacy (MS Office, email, databases).
