The Third Layer (TTL), one of TAL Apparel's business units, specializes in premium outerwear and tailoring. Its manufacturing operations are supported by Thai Garments Manufacturing Ltd. (TGM), an established factory in Thailand.

Working under the Manufacturing Department, the Senior Garment Technical Manager provides managerial leadership to the real down production unit, staff, and sewing teams, ensuring adherence to the highest level of technical standards required. His/ her primary objective is to ensure the production of garments, which meet the customers quality, style, and timeliness specifications.

What You Will Do

Quality

• Delivers the highest quality product across both development and bulk production by setting clear quality expectations from the outset and proactively managing internal and external sources to ensure consistent standards are met.
• Works closely with the QA Team and vendors to ensure all audits, inspections, and testing requirements are fully understood, completed on time, and any related quality, compliance, or workmanship issues are addressed thoroughly and resolved promptly.
• Actively identifies potential quality risks during sample development and pre-production, driving corrective actions early to avoid downstream rework, delays, or cost impact.
• Ensures alignment with customer standards, internal guidelines, and regulatory requirements, maintaining strong documentation and traceability throughout the product lifecycle.
• Research and apply relevant manufacturing best practices, materials innovation, and technical improvements to continuously elevate product quality and support long-term capability.

Efficiency

• Drives efficient production execution by working closely with cross-functional partners including PD, Merchandising, Materials Planning, and Manufacturing to align processes, priorities, and resources.
• Supports continuous process improvement by identifying opportunities to streamline workflows, reduce inefficiencies, minimize rework, and improve coordination between internal teams and external vendors.
• Actively represents the Production department in key milestone meetings, calendar checkpoints, and cross-functional reviews, clearly communicating status, risks, and action plans to enable timely and effective decision-making.

On-Time Delivery

• Ensures all Purchase Orders and development requests are accurately issued, tracked, and delivered in line with agreed timelines, maintaining clear and proactive communication throughout the process.
• Drives strong adherence to the product calendar by anticipating potential delays related to

materials, capacity constraints, quality issues, or logistics, and taking early corrective action to protect critical milestones.

• Coordinates closely with cross-functional partners and suppliers to align priorities, manage dependencies, and resolve bottlenecks that could impact delivery timelines.
• Balances speed and execution discipline to ensure samples, prototypes, and bulk production are delivered on time while still meeting required quality and cost expectations.

Key Requirements, Work Experience & Qualifications

• Minimum of 10 years of experience in garment manufacturing. Strong knowledge of outerwear garment production techniques and workflows.
• Experience in real down insulation for outerwear preferred.
• Familiarity with compliance and quality standards.
• Effective communication, problem-solving, and stakeholder management skills
• Proven experience within a senior apparel production role, working specifically on real down insulation for outerwear.
• End to end production workflow knowledge, including cutting, down fill panel preparation and handling, filling requirements, sewing methods, and quality control.
• Degree or diploma in Garment Technology, Fashion Technology, Textile Technology, Clothing Production, Pattern Engineering, or equivalent work experience.
• Strong background in customer-facing technical collaboration and cross-functional coordination.
